I am investigating migrating a legacy application to Azure and I am particularly interested in CosmosDB. The legacy application is written in ASP.NET and connects to a local SQL Server.
What I am looking for is a the code and best practice for replicating the user authentication against Cosmos preferably form a WebApi hosted in the Azure app service.
We have a web API where users authenticate and submit text messages. As the user calls the WebApi, they pass a basic authentication header which authenticates the user and returns a result which is the sum of the messages sent today by the user and by all users within their company. This tells us if they have reached a daily limit or if we can process their request. We should also receive within the result the list of destinations covered (Routes) with the charge for a single message to each destination. The attached files show sample classes for company, user, routes and transactions. I have included the current SQL authentication which will be different from the relational world.
Whilst we do have an Azure environment, I would like this set up within your own environment and a copy of the source code created so that I can replicate it in our environment.

I would like to encrypt their password using a salt key so that it is not visible in the result. Once authenticated, I will most likely record a transaction and then store the list of messages they wish to send in SQL or Azure Table and at the same time pass the messages to a queue or another WebApi recording the result.
